Have to recheck details - but awhile ago (year+?) the Government Affairs Committee of the Navarre Beach Area Chamber of Commerce studied Holley-Navarre Water & Sewer System tap fees in comparison to Pace, Gulf Breeze and other water systems in area - they were comparable.bjrichus wrote:Opening next year! You are ignoring the need for long negotiations to get the tap fees DOWN to something manageable from the initial level asked for... I note from history that every time CCoN discusses why there are relatively few restaurants in the area and there is a debate about tap fees, while some of the larger franchisers also say that Navarre is "too small" a market, most would-be local franchise owners point to one reason they won't open up in Navarre... its tap fees.
And then there is high and ever increasing rents...
Talk about screwing the pooch!

Got it - it appears that the Chamber committee, at that time, was specifically looking into why restaurants and businesses were going to Pace and not as much to Navarre - so this is a comparison of fees for just those two water systems.
Suppose if really interested, could call Escambia and Oklaloosa county water systems (as well as say Gulf Breeze and Midway water systems) and get their tap fees?
This was copy/paste from an excel spreadsheet so the formatting below is hard to follow but the last three numbers in each line are the sewer/water/total tap fees in dollars:
It showed that Navarre was less than Pace - so not the reason for restaurants going to Pace and not Navarre?
Keep in mind that there are restaurant properties that have already paid the tap fees - e.g. the Guglielmo's/Reggie's location that is again now empty (three restaurants have not survived there?)
And HNWS also now lets the new businesses pay the tap fee over up to three years.
Also, there are wider Water Management District rules as to how much the individual water/sewer systems have to charge - and if they do not get capital improvement/expansion money from tap fees, then it could result in much higher "usage" rates for all users? The question being - who should pay the costs for increased capacity caused by new businesses? Existing users? vs. those causing the increased demand?
Of side interest - got an info flyer from Santa Rosa Economic Development with data analysis from the Neilson Company for the area "within 20-minutes travel time" from the Hwy 87/98 intersection (roughly "greater" Navarre?):
-- 2016 population estimate = 62,701, and for that population and area, their analysis showed a "gap" (projected demand from that population exceed existing supply) in businesses for Motor Vehicles and parts, General merchandise, apparel, furniture, etc., Building materials, Garden Equipment, Health & Personal Care, and Gasoline stations.
But the Neilson analysis showed a "surplus" (projected demand for that population less than existing supply) for Food and beverage stores, Food service and drinking places???
If so - maybe the problem is the mix/diversity (or lack thereof) of food service places, the quality thereof, or???

Love Navarre and vacationed there many times before we moved back to our home state of Florida. One thing I see now as a barrier to business/restaurants is there is only 87 and 98 in and out of Navarre for "locals" to drive to a restaurant. And when you basically have the same type of restaurants closer - you don't go to Navarre.
The vacation and snow bird crowds can't bring enough business to keep a restaurant thriving - note Roccos and all the previous businesses in that location.
Keep Navarre quaint. It doesn't need to be and can't be another Destin. Take a glance over to the 30A towns and keep it small. A few zoning laws would take down some of the large advertising and spruce up the place.
Just a thought. Small and quaint can have a better draw than another restaurant. Unique shopping - farmers market and artisans.
Bringing a restaurant from another location that does well does not guarantee a winning market in Navarre.

Maybe since the previous water board president, and his brother, are now no longer associated with the water board - that things will begin moving forward for Navarre. It is no secret to locals that tap fee's were the reason for detouring businesses, especially eating establishments, from coming to Navarre. We experienced this first hand.

Am assuming Dewey Destin's is still a go? Has anyone heard any scuttlebutt on what is or might be transpiring with the property that used to house Rocco's, Cocodries, Beach Monkey, The Palm, The Fish House, Liolio's?

I will not patronize it unless I find out the owners daughter is no longer a part of the organization OR, she is not working there any longer OR if the food has not improved. Gave them too many shots and I lost every time. I do not believe it will make it in that location. It would take a Dewey Destin's or Margaritaville type of concept.
